Surcharge Filings

In Colorado, 911, 988, and TRS surcharge filings are mandatory financial contributions required from telecommunications service providers. The 911 surcharge funds emergency services, 988 supports mental health crisis intervention, and TRS assists individuals with hearing or speech disabilities. Providers must complete filings detailing their residential and commercial telephone access lines to determine their required monthly remittance amounts.

Pursuant to 4 C.C.R. 723-2-2827 (a) (III) and 723-2-2150 (c), all voice service providers and providers of 9-1-1 access connections must register with the Colorado Public Utilities Commission within 30 days of operating in the State of Colorado. Following registration, each voice service provider must then submit monthly their line counts for payments to the corresponding surcharges (911, 988, and TRS).

Once created, a filing cannot be deleted except by submitting a ticket through the Rolka Loube help desk: https://rolkaloube.atlassian.net/servicedesk/customer/portal/31/group/100/create/347 .
