The Colorado Telecommunications Funds Administration (COTFA) application is an e-filing portal designed to facilitate the submission of filings and payments by participants. On a monthly basis, contributors are required to submit filings for 911, 988, and TRS (Telecommunications Relay Service)/Telephone Disability Access Surcharge (TDAS) surcharges. Following the submission of the monthly filings, an invoice specifying the amount due for the month is generated, enabling contributors to make payments towards 911, 988, and TRS/TDAS.
Contributors are also required to complete an annual and mid-year High-Cost filing, providing details on their reported revenues. These relevant filings are utilized on a quarterly basis to compute the estimated remittance to the fund. The contributors are then required to remit the invoiced amount to the High-Cost fund.
Contributors do not have the option to delete their filings. To do so, contributors must submit a ticket through the service desk.
